Alternate part takes priority

1. The components/parts allocated by user will be allocated to the those slots/machines that are using it as the alternate part first instead of allocate as the primary part.

2. For example, image 1 showed that when user allocate the component 0034966 095894-018, system will allocate this component to slot 14 and machine PP02 first as this slot and this machine is using this part as the ALTERNATE part.
3. Only when all the slots and machines that used this component has FULLY ALLOCATED, then only system will start allocate the component 0034966 to other slot and machine that used this part as the PRIMARY part.
