Not enough work order quantity to create unit

1. When user is doing transaction at PTI screen, system prompt an error message that says "Work order quantity is not enough to create units, only {0} left."

2. This error message was prompted because the user has fulfilled the work order quantity and user and user is not allow to create more units as operation Baking in Image 1 is the first non-no entry route step which is also known as unit creation route step.

3. However, if the units were created through laser marking process and queue at the first route non-no entry route step, user can just ignore the error message and transact the created units.
