IsDebugReworkUnit only affects operations which collect quantity. It will only be visible if the operation subtype is not Process. If the operation subtype is Test, the isDebugReworkUnit checkbox will be enabled. However, the isDebugReworkUnit checkbox will be disabled if the operation subtype is Inspection.
