Shortage of As-Built serials on production order

Figure above is an example of ACK file in ProcessProductionOrder_ESCABOD folder.
The "Shortage of As-Built serials on production order" error message can be found in ACK file if the unit is not completed.
Causes:
1. If the serialized flag is checked but the operations in the route do not collect ISN/CSN
2. If the serialized flag is unchecked but the operations in the route collect ISN/CSN
