User is unable to release the Stop Production as the submit button was disabled.

This may related to user access. User can go to Maintenance > Stop Production Authorizationto check and maintain user authority.

User is able to check or add new user access to Add/Remove Stop Production.

When the user is authorized to Add/Remove Stop Production, the Submit button will be enabled.
